Digital HSE Inspector

Walk through a simulated DoEL or DMRE inspection before the real one happens, so you know where the gaps are while there's still time to close them.

What is Digital HSE Inspector?

A real Department of Employment and Labour (DoEL) or Department of Mineral Resources and Energy (DMRE) inspection can surface gaps a business didn't know it had — missing appointments, outdated risk assessments, documents that exist but can't be found quickly. By the time the actual inspector is on site, there's often no time left to fix anything.

Digital HSE Inspector is Hazard Hub's tool for finding those gaps beforehand. It runs a simulated inspection experience, grounded in real South African legislation, that asks the kind of questions a real inspector would ask and checks the kind of documents a real inspector would want to see.

There are two inspection personas, matched to different legislative frameworks: a general workplace inspector aligned to the OHS Act 85 of 1993 and COIDA, and a mining-focused inspector aligned to the Mine Health and Safety Act 29 of 1996.

What does it do?

  • Runs a simulated inspection covering legal appointments, risk assessments, emergency preparedness, medical records, PPE and environmental compliance
  • Cross-checks your answers against your actual uploaded documents where relevant
  • Provides sector benchmark scoring on the full simulation, so you can see how your readiness compares to a general standard
  • Tracks corrective actions arising from the simulation, so gaps don't just get identified and then forgotten
  • Keeps a history of past inspection simulations so you can see whether readiness is improving over time

How does it help?

  • Surfaces documentation and compliance gaps while there's still time to fix them, instead of during a real inspection
  • Builds confidence and familiarity with what an inspection actually involves for staff who haven't been through one
  • Gives management visibility into inspection readiness through benchmark scoring, rather than relying on assumption
  • Turns identified gaps directly into tracked corrective actions instead of a one-off list that gets lost
  • Reduces the anxiety and disruption of a real inspection being the first time gaps are discovered

Who is it for?

HSE managers and safety officers preparing for a DoEL or DMRE inspection
Businesses in general industry needing OHS Act readiness (the John persona)
Mining operations needing MHSA readiness (the Sipho persona)
Management teams who want objective visibility into inspection readiness, not just a safety officer's word for it

How it works

1

Choose your inspector

Select the general workplace inspector (OHS Act) or the mining inspector (MHSA), depending on your sector.

2

Work through the simulation

Answer questions the way you would in a real inspection, across the relevant compliance areas.

3

Have documents reviewed

Where relevant, the simulation checks your answers against your actual uploaded documentation.

4

Get your benchmark score

See how your readiness compares against a sector benchmark.

5

Track corrective actions

Any gaps identified become trackable actions you can follow up on, rather than a list that gets forgotten.

Key features

  • Two inspection personas — general workplace (OHS Act) and mining (MHSA)
  • Simulated inspection covering appointments, risk assessment, emergency preparedness, medical records, PPE and environmental compliance
  • Real document cross-referencing
  • Sector benchmark scoring
  • Corrective action tracking and inspection history

South African context

DoEL inspectors carry out compliance inspections under the OHS Act 85 of 1993, with COIDA governing incident reporting and compensation. On mines, inspections fall instead under the Mine Health and Safety Act 29 of 1996, administered by the DMRE, with its own appointment, ventilation, explosives and mine rescue requirements. Digital HSE Inspector reflects this split explicitly through its two personas, rather than treating general industry and mining inspection readiness as the same thing.

Common HSE challenges this tool can help address

  • Finding out about a documentation gap for the first time during a real inspection
  • Staff who have never been through an inspection and don't know what to expect
  • No objective way to measure inspection readiness before it's tested for real
  • Gaps identified in a walk-through that never get turned into actual fixes
  • Different readiness standards needed for general industry vs mining, without a tool that distinguishes between them

Frequently asked questions

What is a digital HSE inspector?

It's a simulated inspection tool that walks you through the kind of questions and document checks a real DoEL or DMRE inspector would carry out, so you can find gaps before a real inspection happens.

Does this replace a real DoEL or DMRE inspection?

No. It's a preparation tool. It doesn't have any regulatory authority and doesn't replace the actual statutory inspection process — it helps you be more ready for it.

What's the difference between the two inspectors?

One is aligned to the OHS Act 85 of 1993 for general workplaces; the other is aligned to the Mine Health and Safety Act 29 of 1996 for mining operations, since the two frameworks cover different requirements.

Does it look at my actual documents?

Where relevant, yes — it cross-checks your answers against documents you've uploaded, rather than only asking questions in the abstract.

Is this suitable for a business that's never had an inspection before?

Yes — it's designed to help staff understand what an inspection experience involves, which is often most valuable for teams who haven't been through one.

What happens to the gaps it identifies?

They can be tracked as corrective actions within the tool, so they turn into follow-up work rather than a list that's forgotten.

Is Digital HSE Inspector free to use?

You can access the inspector and try the first couple of questions on any plan. The full inspection simulation, sector benchmark scoring, inspection history and corrective action tracking are included on Hazard Hub's Business and Enterprise plans. See the Packages page for current plan details.
